Implements a Watch Dog Timer.

Use this component to implement a Watch Dog Timer.

A Watch Dog Timer generates event if the [[Method procedure TLWatchDogTimer.TTLWatchDogTimer.Reset()|Reset]] method has not
been called for certain period of time. Usually a Watch Dog
Timer is used to notify the application that a certain type
of events have stopped happening - as example a communication
has not happened for a while.
